My site dropped from no.1 position to nowhere. Google technology people replied to my mail telling me I must have concealed text or used some kind of 'illegal method'! Why don't they just admit it is their mistake?

It's a regular response, nothing else. I would imagine that 9 times out of ten when Google get an email about a site that's dropped into oblivion it's some thing to do with using techniques that go against their webmaster recommendations. It may not be the case with you-but from their perspective I ought to think it a fair response in-the circumstances.
There seems to be some confusion about 'fee'
A 'punishment' is placed on web sites using tricks and sly material to enhance their ratings in Google. A great recent example would be BMW have been using one-page for the various search engines and yet another for the web visitor. Blocked
Another type of 'charge' although it really is a just a protocol filter, is a webmaster using such things as concealed text or keyword-stuffing, as an example. That gets aggressively blocked (assuming the site is not taken off the index) by the ap-plication of the filter( s) which in turn triggers the site to drop-down the search engine rank. It may seem such as a penalty but it is the result of filtering, not penalty.
Fee differs from 'ignoring' links
When links are ignored, there's no penalty being used, the links simply do not count. The site itself is not penalised, it is only the case that several of the links into that site are not counted. This measure not just filters out spam methods and link farms but also prevents a competitor from acting against another site by so that you can make an effort to bear aggressive filter spamming.
