Richard Kaplan

Richard Kaplan is from San Francisco. After service in the U.S. Army he attended Canada College where he earned an Associate of Arts Degree in Liberal Arts. He then attended San Francisco State University where he earned Bachelor's Degrees in Russian and Southeast European Studies and International Relations, and a Master's Degree in Interdisciplinary Social Science. From 1978 to 1980 he attended the University of London King's College where he pursued postgraduate research in European Defense Policy. From 1978 to 1982, Mr. Kaplan served as a Technical Advisor to the United Nations Security Council, Department of Peacekeeping Operations. During this period, Mr. Kaplan also provided technical support to the Director-General of the Multi-National Force and Observers in the Sinai. Mr. Kaplan began his career with the U.S. Government in 1984 as an analyst with the Federal Emergency Management Agency. In 1986, he began work for the Department of the Army as an Intelligence Operations Specialist where he has supported numerous units from the U.S. Army Intelligence and Security Command. Mr. Kaplan has also served on the staff of the Undersecretary of Defense for Intelligence, and as the Senior Counterintelligence Analyst for the Department of Energy, Office of Intelligence and Counterintelligence. Mr. Kaplan is the author of over fifty-five intelligence studies, assessments & planning documents for the Army and the National Foreign Intelligence Community. He regularly assists legal organizations by conducting research and analysis on specialized International Law issues. He also provides "expert advice" in consultant status to the United Nations Secretariat in New York and Geneva, and to specialized United Nations organizational elements, including the Department of Peacekeeping Operations, the United Nations High Commissioner for Refugees, and the United Nations Arms Control Unit.
