Mark Adams has spent the past 25 years as the President of California Receivership Group (CRG), where he has become a leading figure in health and safety receivership throughout California. His work remediates nuisance conditions at slum properties, abandoned buildings, and other distressed sites. Throughout his career, he has been appointed by 179 different state and federal judges to oversee the rehabilitation of more than 360 properties across 36 counties and 126 cities. His influence extends beyond California, with efforts underway in states like Tennessee, Virginia, Texas, and Wisconsin.
Receivership, as outlined in the Health and Safety Code, provides a critical tool for addressing properties that have become hazardous and unlivable, especially when traditional code enforcement has failed. Through Receivership, the financial and physical aspects of abating these nuisances are managed without burdening taxpayers, as the properties fund the necessary repairs under the courts' statutory authority and discretion.
He has built his expertise around addressing various health and safety concerns at multiple distressed properties, including homes, hotels, apartment complexes, and commercial spaces. His work covers unpermitted construction, fire damage, seismic threats, rampant crime, unsecured and abandoned structures, unsafe living conditions, hoarding, pest infestations, asbestos, mold, and other dangerous conditions.
In 1999, Mark Adams became the first receiver appointed under the California Health and Safety Code. This milestone came in response to a tragic event at a 66-unit apartment complex where an 11-week-old baby died due to the deplorable living conditions. This case was the first to use the Health and Safety Code for nuisance abatement, setting a new precedent. It inspired him to establish CRG, offering solutions for dangerous properties and relief to affected communities.
He has been consistently recognized for his leadership and contributions to the field throughout his career. In 2022, he received the "Distinguished Entrepreneurial Alumnus Award" from Loyola Marymount University (LMU), and CRG was honored by the Los Angeles Business Journal as an outstanding family-owned business. Before founding CRG, he was instrumental in the Blue Ribbon Citizens Committee on Slum Housing under Mayor Riordan, helping to expand Los Angeles's slum housing inspection program.
