Rex, a retired Navy JAG Corps Captain, is a native of Ft. Gibson, OK and is of Cherokee and Creek Heritage. He is a member of the Cherokee Nation. Rex received a BA in Communication and Political Science and Arts of Oklahoma in 1986, and a JD from the Boston College School of Law in 1989.
Rex received his commission as a naval officer in the Judge Advocate General's Corps in May 1990, Prior to that, he served as ab attorney with Navajo Legal Services in New Mexico.
Ashore, Rex served as the Assistant Staff Judge at Commander, Navy Recruiting Command; Senior Trial Counsel, Naval Legal Service Office, Guam; Staff Judge Advocate at Naval Air Station, Guam; Assistant Division Director, Civil Affairs (Code 32) and Assistant Division Director/Assistant Chief Information Officer, Information Resources (Code 65) at the Office of the Judge Advocate General; Staff Judge Advocate, Naval District Washington; and Executive Officer of Trial Service Office East/ Region Legal Service Office Mid-Atlantic in Norfolk, VA where he successfully tried two High visibility cases, one involving a Navy Chaplain and the other the prosecution of a Navy JAG for espionage.
Rex served in operational jobs at sea and ashore as the Assistant Force Judge Advocate, Naval Forces Central Command during Operations Southern Watch and Restore Hope; Staff Judge Advocate to Commander, Cruiser-Destroyer Group EIGHT/Commander, EISENHOWER Battle Group where he deployed aboard USS DWIGHT D. EISENHOWER (CVN-69) to the Mediterranean Sea and Arabian Gulf and aboard USS CAPE ST. GEORGE (CG-71) to the Baltic Sea for a major multi-national exercise; Legal Advisor to the Navy's Fleet Information Warfare Center; Senior Legal Advisor in the Regime Crimes Liaison Office, Baghdad, Iraq where he led a team of 50 military and civilian scientists exhuming mass graves to gather evidence for the prosecution of members of the Saddam Hussein regime; Force Judge Advocate for Commander, Naval Network Warfare Command; and Commanding Officer, Region Legal Service office Japan/Senior Legal Advisor, Commander, Naval Forces Japan.
Rex is authorized to wear the Legion of Merit, the Meritorious Service Medal (four awards), the Navy Commendation Medal (four awards), the Navy Achievement Medal (three awards), and various campaign and unit awards.
