Over the course of his career, Ricardo Noguera has worked in several other cities in California, as well as at various locations in Florida. He most recently served as the community and economic development director in Tacoma, Washington, before accepting his current role as the business development executive at MuniServices, LLC, in Los Angeles.

Possessing a great deal of professional experience, Mr. Noguera has several accomplishments under his belt. He has negotiated complex development agreements on multimillion-dollar projects and is skilled in managing the planning and entitlement process. Examples include: IKEA in East Palo Alto; Biscayne Landing in North Miami; University Gateway in South Los Angeles; Marriott Convention Center Hotel and Town Center in Tacoma. Additionally, Ricardo Noguera has recruited numerous office, industrial, and retail tenants to operate in various cities. Examples include: IKEA, Best Buy and EXPO Design Center in East Palo Alto; Macy's, VWR Medical Instruments, Perfection Pet Food in Visalia; State Farm Insurance and BassPro Sports in Tacoma, WA.

These efforts have earned him a variety of awards and honors, including East Palo Alto where he led efforts to redevelop two major redevelopment project areas; North Miami where he led negotiations for the City's largest ever private development and in Tacoma where he was selected as a participant of the Urban Land Institute Daniel Rose Fellow for 2012-13 and the National League of Cities Technical Advisor on Equity and Economic Development in 2017.
