Rico Singleton

Rico Singleton is an award winning, strategic-thinking, c-level technology leader, with 15+ years of experience in optimizing emerging technologies in higher education, government, and public sector industries while transforming business problems into solutions through the delivery of customized programs & strategic projects. Over the past few years, Rico has strengthened IT departments & operations through innovative project management and infrastructure leadership. As part of the senior management team providing subject matter expertise and guidance on all aspects of technology & innovation, he has updated methodologies and processes that support an environment of constant change.

During his tenure, Rico has led several strategic, technology transformation projects for the public sector, in the capacity of CIO of the State of Ohio – Office of State Treasurer, CIO of the City of Baltimore, and as the CTO of New York State.During his tenure with the City of Baltimore, State of Ohio, and NY State, Rico has developed several technology initiatives to facilitate civilian-government communications including innovative information sharing through social media and strengthening key systems including public safety critical infrastructure & dispatch systems, accounting & billing, payroll & HR, and investment systems. As National Director of Technology, he has developed 10+ new industry-aligned technology certification & degree programs.

Rico has earned an MBA, a Master of Information Systems, and is currently a Ph.D. candidate in Higher Education Administration. He is a Certified Project Management Professional (PMP) and also Certified in the Governance of Enterprise IT (CGEIT). For project leadership, he has been recognized several times with prestigious awards, such as Computerworld’s Premier 100 IT Leaders Award, CIO Magazine Ones to Watch Award, 40 Leaders Under 40 Award, and a CIO Commendation Award.
