Robert Borden Delegate Advisors

Robert Borden is a chartered financial analyst and the chief investment officer of Delegate Advisors, LLC. As an investment expert with particular experience in the field of pension funds and planning, Robert Borden has lent his knowledge and skills to several companies, organizations, and committees, and has contributed to the overall stability and advancement of the investment industry.

One of Borden’s lengthiest associations was with Palmetto Research and Development Associates, LLC. Over a period of 13 years, he served the group as an investment consultant in the areas of policy development, performance analysis, and asset allocation. He numbered the public pension funds of several states among his clients. Robert Borden’s other work in pensions includes an eight-year term as a founding board member of the Pension Fund Data Exchange, which he co-established in 1998. He has also previously served on the executive committee of the National Association of State Investment Officers.

From 2006 to 2011, Robert Borden served the South Carolina Deferred Compensation Commission as its fund evaluation committee chair, coinciding with his term as chief executive officer and chief investment officer of the South Carolina Retirement System. Between 1995 and 2006, he worked in the same capacity for the Louisiana Deferred Compensation Commission while also acting as the chief investment officer and later executive director for the Louisiana State Employees’ Retirement System. Early in his career, during his time as senior manager of financial services for the Texas Workers’ Compensation Insurance Fund, Borden spent two years as a board member of the Texas Association of Public Employees Retirement Systems.

Today, beyond his work with Delegate Advisors, Robert Borden is a founding board member of Athene Annuity & Life Insurance Company, a firm he has assisted since its launch in 2010. He sits on the company’s investment, risk, and conflicts sub-committees.
