I am a financial inclusion, rural finance and microfinance specialist, with extensive experience in financial risk management and investment. Since 1988, I have been conducting evaluations and research on microfinance and rural finance organizations and projects as well as analyzing diverse issues in economic development. Most recently, I was Director of the operation for Central America, México and the Caribbean of LOCFUND, a second tier microfinance investment facility. I have extensive experience in Latin America and the Caribbean, having also worked for The Ohio State University, Inter-American Development Bank (IDB), USAID, IFAD, the World Bank, FAO and GIZ. In 2004, he designed strategies, policies and programs to facilitate the development of SMEs and their access to finance in Central America under CAFTA. In Bolivia, I was Deputy Director of a development finance project, supporting the institutional strengthening of microfinance organizations in their expansion and technological innovation, as well as the development of the microfinance industry, including support to the Superintendence of Banks and Financial Institutions and the creation of a private credit bureau. In Ecuador, I directed the creation or strengthening of global risk assessment units at five financial institutions as project coordinator for a USAID funded project. I have edited several publications in the field of rural finance. I hold a Master of Science in Agricultural Economics and Rural Sociology. A citizen of Costa Rica, I am fluent in both Spanish and English.
