Ruslan Sulimovich Baisarov is a Russian oil, gas, and construction entrepreneur. He is the chairman and controlling shareholder of the Most Construction Company. He also owns and manages the Tuva Energy Industrial Corporation, an international company currently developing the Elegest coal deposit in the Ulug-Khem basin in Russia. Baisarov is on Forbes list of the country's wealthiest people in business.

Ruslan Baysarov was born in Chechnya. After finishing high school in 1985, he enrolled at the Moscow Institute of Civil Engineering, but enlisted in the military before the end of his studies and served for two years. After completing his service, Baisarov transferred to the Millionshchikov State Oil Technical University, from which he graduated. In 2001, Baysarov also received a master's degree in sociology from Moscow State University.

Remarkable Achievements

In the late 1990s, Baysarov got into the oil business. He owned his own retail company, Infant, which processed about 1.5 million tons of oil at a Moscow refinery. Baysarov’s company worked with about two thousand gas stations in Russia as well as with various public-sector companies and government agencies. In 2008, Baysarov acquired the rights to part of the assets of the Sibir Energy oil company. In 2010, Baysarov’s share of the assets was purchased by Gazprom Neft for some $740 million.

In 2015, Baisarov acquired 25% of the SK Most Group of Companies construction company. In 2016, he became a controlling shareholder (56%) and assumed the role of chairperson.

Now

SK Most Group of Companies constructionplays a major role in the BAM and Trans-Siberian modernization project. It is responsible for building the second Baikal tunnel, which will increase the carrying capacity of the site by 250%, significantly expanding the volume of rail traffic on the northern route of the East Siberian Railway and in the east in general.

In March 2019, SK Most Group of Companies construction completed part of the first railway bridge over the Amur River, which will connect Russia and China.
