Managing Partner, Hirschen Singer & Epstein | Founder, Harmony

Russell A. Kivler is a Managing Partner at Hirschen Singer & Epstein LLP, where he has practiced affordable housing law since 2004. He represents developers, owners, and investors across the New York City area, guiding projects from site acquisition through financing and long-term compliance. Much of his work involves fitting together tax credits, tax-exempt bonds, HUD and FHA loans, and city subsidy programs so a deal can actually close. Over his career, he has helped bring hundreds of thousands of housing units into development or rehabilitation.

Russell also founded Harmony, a technology company that simplifies lease-up and compliance for income-restricted apartments. Kivler sits on the Board of NYSAFAH and the Advisory Board of the NYU Furman Center, and speaks often on housing policy and finance. He holds degrees from Gettysburg College and American University Washington College of Law and is admitted in New York and New Jersey.
