Scott Phinney

In the autumn of 1980, Scott Phinney started classes for law school at Willamette University located in Salem, Oregon. At first, he did not find the work engaging, but he changed his view when he began a clerkship at the Clackamas County Council in the summer of 1980. He clerked for the firm of Samuels, Samuels, Yoelin, and Weiner beginning in the of Fall of 1980 until graduating and earning his Juris Doctorate in 1982.
After graduation, Scott Phinney began his career by working at the Oregon Department of Revenue as a Hearing Officer in August of 1982. After several months, he was promoted to Head Officer and led nearly a dozen other hearings officers and eight support staff. He heard administrative tax cases for 23 different tax programs.
After nearly a dozen years of service, Scott Phinney began his own law practice in late 1993 and began consulting work with Property Research Limited on property tax appeals. Phinney’s own practice mainly handled income tax and real estate cases.
Phinney started Prime Tax Negotiation, a property tax appeals, consulting, and exemptions company, in 2009. He handles property tax appeals for individuals as well as commercial properties, shopping centers, and offices on the west coast. Scott Phinney retired as an Attorney in 2013, and is still active in his company.
