Shanell S. Davis is a nationally recognized in the Government Contracting Community as a seasoned business strategist, and former federal contractor with over 29 years of experience in procurement, acquisitions management, and program leadership. She has personally led initiatives resulting in over $50 million in direct federal contract awards and managed portfolios exceeding $1 billion in value.
As the founder and former CEO of Procurevis, Inc., Shanell spent two decades running a multimillion-dollar government contracting firm started from her basement with just $1,000 and a dream. She spearheaded capture strategies, proposal development, team management, and full lifecycle contract execution—supporting more than 20 federal agencies, including the Department of Homeland Security, U.S. Marine Corps, Department of the Treasury, SBA, Department of Transportation, U.S. Mint, USAID, Department of State, and Defense Health Agency.
Shanell holds a Master of Arts in Procurement and Acquisitions Management from Webster University and is certified as a Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Federal Acquisition Certification in Contracting Level III (FAC-C III), ITIL v4 Certified, and Certified Scrum Master.
Her federal career includes roles as a Contract Specialist (1102), trusted advisor to CORs and PMOs, and subject matter expert supporting IT, A/E, RPA, AI, and professional service procurements.
