Dr. Sean T. Cortopassi

Division Director at DMDC in Alexandria, VA

I am a transformational federal leader with more than 16 years of experience driving modernization, cybersecurity resilience, and organizational performance across multiple U.S. government agencies. My work centers on leading mission‑critical programs, strengthening national‑level systems, and delivering measurable results through strategic planning, operational excellence, and cross‑agency collaboration.

As Division Director at the Defense Manpower Data Center (DMDC), I have led major cybersecurity and operational initiatives, including the implementation of Zero Trust Architecture and audit readiness efforts. In 2024, I chaired the development and submission of the DHRA Modernization Program Objective Memorandum, advancing a $196 million budget proposal to support long‑term enterprise transformation.

Previously, I served as Information Management and Cybersecurity Assurance Division Director at the Department of Housing and Urban Development (HUD), where I led multimillion‑dollar IT modernization projects, expanded cloud capabilities, and developed workforce training programs that strengthened technical proficiency across the department.

I hold a Doctor of Theology, master’s degrees in Cybersecurity and Political Science, and more than 20 professional certifications, including PMP and CEH. I am also the author of The Way Ahead, an Amazon #1 release addressing faith and resilience, and a national‑level speaker on cybersecurity, leadership, and organizational transformation.

My work as a minister reflects my commitment to servant leadership, ethical clarity, and community engagement. I approach leadership as stewardship—shaped by professional experience, a deep appreciation for heritage and continuity, and the responsibility we carry across generations.

Whether in technology, strategy, or ministry, my focus remains the same: helping people and institutions grow through challenge, change, and complexity.
