Dr. Sean Cortopassi
Senior Federal Leader, Author, and Founder in Alexandria, VA
I am a senior federal leader with more than 17 years of experience across U.S. government agencies, leading programs in enterprise governance, technology, strategy, IT audit readiness, and organizational transformation.
As a Division Director (GS-15) at the Personnel Readiness Management Agency, I lead IT audit readiness, operational governance, strategic initiatives, and organizational improvement. In 2024, I chaired the development and submission of a Program Objective Memorandum advancing a $196 million budget proposal for enterprise transformation.
Previously at HUD, I led information management, privacy, and cybersecurity assurance across nine major systems, secured $3 million for cloud modernization, and directed more than 15 system upgrades. Earlier at DHS-TSA, I managed the $8 million TSA Lab Team program, oversaw a $4 million threat-assessment project with Sandia National Laboratories, supported classified-data migration, and completed an eight-month detail with the Administrator’s Action Group.
My background also spans policy, acquisition, risk management, emergency preparedness, interagency coordination, workforce development, and national service.
I hold a Doctor of Theology and master’s degrees in Cybersecurity and Political Science, with professional credentials including PMP and CEH.
I am also the author of The Way Ahead, an Amazon #1 New Release on faith and resilience, and founder of Cortopassi Theological Leadership (CTL). As an author, theologian, ordained minister, and speaker, I focus on servant leadership, ethical clarity, resilience, and helping people navigate change with purpose.
Whether working in government, leadership, technology, or ministry, my focus remains the same: steward responsibility well and help people and institutions grow through challenge, change, and complexity.
