Stephen Hasler understood the need for an emergency plan of action for large public places. In 2007, he created an emergency management plan designed for the response to Park Meadows Mall in Lone Tree, Colorado. Stephen Hasler's role in creating the plan was important as Chief of Police. Stephen Hasler became aware of the need for a response plan after spending so much time training with the FBI. He was a graduate of the 203 session of the FBI National Academy.
