From 1999 until September 2013 I was secretary-general of the European Association for Public Administration Accreditation (EAPAA), a voluntary association with the mission to promote the quality of European academic level public administration programmes by developing appropriate accreditation standards and procedures, and by accrediting public administration programmes based on these criteria and procedures.
Until my retirement in 2012 I was a programme coordinator at the KISS, KennisInstituut Stedelijke Samenleving, where I was responsible for the development and execution of learning and experience exchange activities for member institutions (local and provincial government, housing associations, educational institutes, research and advice organizations).
From 2002 till 2004 I worked at the School for Police Leadership of the Police Academy of the Netherlands. From 1987 to 2002 I was director of the Centre for Public Administration Training at the University of Twente (the Netherlands). From 1978 to 2002 I also was associate professor at the Faculty of Public Administration at this university, where I taught Public Management.
I studied sociology at the University of Tilburg, the Netherlands, and worked as policy advisor and researcher. In 1981 I wrote my PhD thesis titled 'Professionalization and Collective Power'.
Besides several publications on professionalization, I published on subjects relating to the management of public organizations, professionalization processes and quality assurance in higher education.
