Thomas Whalen III served three terms as mayor of Albany, New York, which earned the title of All-American City during his tenure. As a result of sound fiscal practices, he helped the city run budget surpluses for consecutive years while decreasing city taxes more than $16 per thousand. Additionally, Thomas Whalen III and his administration spent more than $115 million on capital improvement infrastructure projects such as fire and police department buildings.

Committed to cooperation and accessibility, Mr. Whalen supported the development of the city’s arts and culture environment through a budget increase for city parks. In addition to his significant work in public service, Mr. Whalen played an active role in community service programs as a board member with the Senior Service Centers of the Albany area and the Albany chapter of the American Red Cross. He also served as president of the University of Albany Foundation. In recognition of his contributions, he received the Albany YMCA Citizen of the Year Award.

Mr. Whalen holds a bachelor of arts from Manhattan College and a law degree from Albany Law School.
