I am a researcher, legal advisor, and policy analyst based in Paris, working at the intersection of law, public policy, and institutional practice. My interests center around comparative public policy and comparative law, with a particular focus on the role of law in action, in particular with regards to local communities such as cities.
My research engages with local government law, supranational legal orders, and the transformation of public administration through performance metrics, outsourcing, and regulatory fragmentation. I am especially interested in the legal and political consequences of New Public Management, the role of non state actors in governance, and the structural limits of access to justice in contemporary systems.
Beyond formal doctrine, I explore how law operates as a contingent and negotiated system shaped by institutional incentives, professional cultures, and material constraints. This includes an interest in legal epistemology, the sociology of legal professions, and the growing influence of technological systems, including artificial intelligence, on legal reasoning and policy making.
