Based in Los Angeles, Hou oversees all streaming product and technology efforts across the company’s paid and free services, Paramount+ and Pluto TV. He cultivates a culture of innovation at the company, pushing his team to redefine the streaming experience with a focus on customer-centric design, curated content journeys, fan-focused experiences and best-in-class viewing experiences.

Over the course of his 20-plus-year career, Hou has authored 29 patents, won 2 Technology and Engineering Emmys and has been recognized as a defining leader in the media technology industry. Hou has held technology leadership roles at StimTV, Leaf Group (formerly Demand Media) and SpinMedia.

Hou previously served as Pluto TV’s Chief Technology Officer, where he led and grew the global product engineering team from two engineers to over 1000 to build the industry-defining technology behind FAST (Free Ad-Supported Television), growing the business from $0 to over $1B in revenue in seven years.

In 2024, under Hou’s leadership, Pluto TV earned a Technology and Engineering Emmy for Pioneering Development of Manifest-Based Playout for FAST. Hou also led the team that built the video player experience at StimTV which won the 2007 Technology & Engineering Emmy Award for Best Use of “On Demand” Technology from the National Academy of Television Arts & Sciences. In 2023 and 2025, Hou became the first media technology executive to be recognized twice for Stream TV’s Product & Technology Executive of the Year.

He earned a Bachelor of Science in Cognitive Science from the University of California, San Diego.
