Wendy Peddrick Sears

Wendy is a seasoned proposal management professional with a Top Secret clearance and experience across the Federal, DoD, and State & Local sectors.

She calls upon the strengths of the Shipley Process to meet an organization’s internal review process and corporate culture. She looks for ongoing process improvements that make a positive impact on proposal quality and implements them with buy-in from the team. She rolls up her sleeves and applies herself to the work that needs to be done.

She started in the proposal field when she transitioned from publishing at Air Force Magazine to proposal management at Xerox Business Services (XBS). She started from the ground-up, building a great toolset that would serve her well.

She then became a freelance consultant with Shipley Associates, working almost exclusively with IBM, proposing IT solutions and services. For the next 9 years, she worked as Editor, Formatter, Proposal Coordinator, and Volume Lead but primarily as a Proposal Manager.

Managing dozens of onsite and remote professionals, she led proposals ranging from a 50-page emailed response to a multi-volume hard-copy response hundreds of pages long. Clients included both Federal and DoD Agencies and Departments. Bid values ranged from $10M to $500M+.

The range of clients and offerings helped Wendy become flexible and ramp up quickly to understand complex, leading-edge solutions. She enjoyed collaborating with incredibly bright IT engineers to help convey their information effectively.

From there, she took on a full-time position as Director of Proposal Operations at Serco. She built up a nationwide proposal team. Besides documenting and improving the Gate Review and Proposal Management processes and managing the SharePoint System, she also managed 11 proposal managers and coordinators in Reston, Colorado Springs, San Diego, and Dayton and acted as a Color Team Reviewer.

More recently, she teamed up with an 8(a) business within walking distance in Silver Spring, whose primary clients were the Army, Navy, and EPA. Their services include Information Assurance/Cyber Security, Service Desk/IT Services, Network Management, and Forensic Accounting.

She is currently a Director at Guidehouse LLP (formerly PricewaterhouseCoopers (PwC) Public Sector LLP), managing large and strategic proposal efforts and teaching multiple in-house proposal training classes.
