Cecil Ezem Osakwe is an international real estate developer and entrepreneur whose work spans Nigeria, the United States, and the United Kingdom. Born during the Nigerian Civil War in Onitsha, Anambra State, he has built a reputation as a visionary developer committed to transforming urban communities and advancing professional standards in the real estate industry.

Cecil received his early education at Premier Primary School (now All Saints Primary School), Onitsha, before attending Christ the King College (CKC), Onitsha. He later earned a Bachelor of Laws (LL. B Hons) from the University of Nigeria, Enugu Campus, and was called to the Nigerian Bar. Early in his legal career at Gani Fawehinmi Chambers in Lagos, he further strengthened his expertise by completing a Mediation and Negotiation program at Harvard Law School.

Cecil transitioned from legal practice into entrepreneurship by founding The CEO LLC Group in Houston, Texas, focusing on real estate investment and residential development. His U.S. portfolio includes projects such as Beverly Hills Lofts, Tomball Village—a 150-home gated community recognized by the Houston Business Journal as a galvanizing project—along with Durrett Place Villas and Alberts Townhomes.

He later expanded his development footprint to Nigeria through CEO Group Ltd, headquartered in Abuja at Ambassador Albert I. Osakwe House, a purpose-built corporate facility. His Nigerian portfolio includes Pinion Towers, Unity Estate, Abeh Signature Apartments, and New Territory Estate, a large residential development near the proposed Centenary City in Abuja.

Cecil also serves as the Director of Full Circle Investments Limited in London, further strengthening his international investment reach.

Beyond business, he is committed to community impact through the Ezem and Uzoamaka Osakwe Foundation, supporting education and community initiatives. He also advocates for reforms in Nigeria’s real estate sector, promoting contractor regulation, digital land title systems, tenancy law reform, and stronger professional standards across the industry.
